In 2015, Cape Town was ranked one of the top 10 most violent cities in the world. A large portion of this violence is attributed to gangs. In a speech by Minister of Basic Education, Mrs Angie Motshekga, she quoted Major General Jeremy Vearey, from the specialised SAPS Western Cape anti-gang strategy unit, explaining that ‘Gangs were most often formed by children seeking physical protection from threats in their communities.’
